The only notable change in the DVLA’s V765/3 guidance notes which dictate how all clubs should operate, is that “authorised clubs should inspect to MUST inspect.” It continues to be acceptable to delegate the inspection to “an appropriately knowledgeable person” Therefore from today’s date Phill will be unable to provide a dating certificate or complete the V765 process without a machine examination report. Obviously members cannot carry out their own examination, but “appropriately knowledgeable” is a very loose term and most people who have an interest in our types of vehicles are thus qualified.
